In June, Putin presented to an African delegation a draft of the Istanbul Treaty prepared in the spring of 2022 on permanent neutrality and security guarantees for Ukraine. In it, as the President of the Russian Federation said, everything was spelled out: from the number of the Armed Forces to units of military equipment and personnel. Then the Russian leader noted that after the Russian Federation withdrew its troops from Kiev, the Ukrainian authorities abandoned this agreement.
