The rebel Wagner mercenary force said it had taken control of a military command center and bases in Russia’s southern city of Rostov-on-Don – the epicenter of Russia’s campaign in Ukraine – as the sound of ambulances and police sirens filled the air on Saturday. .

At a major intersection in the city center, an armored car with a machine gun and about a dozen men in uniform with silver armbands were seen.

Armored personnel carriers and tanks were stationed in other parts of the center, including outside a toy store and a circus, city reporters reported.

Bystanders stopped to look at military vehicles, including pickup trucks, and more armed men with silver badges carrying rifles at their resting places.

Wagner’s boss, Yevgeny Prigozhin, said his forces had taken control of Russia’s main military command center for operations in Ukraine as well as an air base in the city, and vowed to topple Moscow’s top military leaders.

He said he commanded about 25,000 fighters.

A port city located just over 100 kilometers (62 miles) from the Ukrainian border, Rostov-on-Don was founded in the 18th century and is the seat of Russia’s Southern Military Command.

Unlike other large Russian cities far from the front lines, Rostov-on-Don – with a population of just over a million people – has witnessed the ripple effects of Russia’s large-scale military operation in Ukraine.

One person was killed in March in a fire in a building of the Federal Security Service in Rostov-on-Don and the Rostov region has also been targeted in recent months in several drone attacks.

The region’s governor, Vasily Golubev, called on residents not to leave their homes unless absolutely necessary and said any planned mass gatherings in the city had been cancelled.

He also asked the public not to use the M4 motorway – the main road linking Moscow and southern Russia – as sections have been closed and large queues of cars have formed along it.

Golubev said public transportation in the city was still operating but routes had been changed to avoid the city centre.

“The situation that has arisen requires maximum concentration of efforts to maintain order,” he said on social media.

“Law enforcement agencies are doing everything necessary to ensure the safety of the residents of our region.”
